The U.S. Court of Appeals for the District of Columbia has ruled in favor of the cigar industry in the case Cigar Association of America et al. v. FDA. The court affirmed that the FDA's regulation of premium cigars was arbitrary, as evidence on the risk profile of premium cigars was ignored. As a result, the FDA’s rule on premium cigars has been vacated. The decision sends the case back to the district court to further define what constitutes a "premium cigar." "This is a great victory for the cigar industry," said CAA Chairman Javier Estades. "CAA is proud to have led this effort alongside our partners to secure this outcome." From the Philippines, we saw an increase in premium cigar imports, totaling 675,000 cigars in 2024, up 87% from 360,000 in 2023. The average value per 1,000 cigars also rose from $264 to $312.
