South Dakota Passes HB 1215 Allowing Local Cigar Bar Licensing

With support from CAA, South Dakota has passed House Bill 1215, and is on Gov. Larry Rhoden’s (R) desk.  The bill allows cities and counties to license cigar bars within their jurisdictions. The new law would give local municipalities the authority to determine whether cigar bars can operate in their communities, rather than creating a single statewide licensing structure.

The bill advanced through the Legislature with strong support. In the Senate State Affairs Committee, HB 1215 passed with an 8–1 vote. During the committee hearing, Don Hagger, part of the Cigar Association of America’s team in South Dakota, testified in support of the legislation, emphasizing the importance of expanding access to cigar bars while maintaining local control.

CAA actively monitored the legislation and worked with its partners throughout the process to support its passage. When the Governor signs HB 1215, municipalities across South Dakota will have the option to establish licensing frameworks for cigar bars, creating new opportunities for cigar retailers and lounges.
