The Cigar Association of America (CAA) is proud to recognize the inaugural recipients of its Leadership in Commerce and Leadership in Advocacy Awards. Through its nationwide advocacy team and registered lobbyists operating in state capitals across the country, CAA works year-round to educate policymakers on the issues affecting the cigar industry. This year’s recipients were recognized for advancing policy that strengthened the industry, supported small businesses, and protected consumer choice during the 2026 legislative session. 

Leadership in Commerce 

Illinois — State Senator Cristina Castro (D-22) and State Representative Bob Rita (D-28) championed legislation establishing a 75-cent premium cigar tax cap through 2029. Signed into law by Governor J.B. Pritzker (D), the measure helps protect small businesses and consumers while creating a more balanced tax structure. 

North Carolina — State Representative Kyle Hall (R-91) passed a resolution establishing the North Carolina Cigar Caucus, creating a bipartisan forum for lawmakers to engage with the industry’s small businesses and better understand the impact of proposed legislation. 

South Dakota — Governor Larry Rhoden (R), House Majority Leader Will Mortenson (R-24), and Senate President Pro Tempore Chris Karr (R-11) reopened the state to new cigar lounges. This bill created a clear licensing pathway, expanding opportunities for small businesses across the state to attract cigar enthusiasts and support cigar tourism. 

Rhode Island — Senate Majority Leader Frank A. Ciccone (D-7) and House Finance Committee Chairman Scott A. Slater (D-10) played key roles in staving off a proposed 300 percent increase in the state’s cigar tax, protecting consumers and local businesses from a significant tax burden. 

Utah — Senate Majority Leader Kirk Cullimore Jr. (R-19) led the modernization of the state’s regulatory framework and expanded lawful consumer access by legalizing online sales and shipments into the state. 

Leadership in Advocacy 

Mike Gold of Arango Cigar Co. and Phil Ledbetter of Up Down Cigars for their support of Illinois’ landmark 75-cent cigar tax cap. Their direct engagement with lawmakers ensured that local voices of businesses and consumers were heard throughout the legislative process. 

The inaugural Leadership in Commerce and Leadership in Advocacy Awards reflect CAA’s commitment to recognizing the individuals whose leadership strengthens the cigar industry at both the legislative and grassroots levels. The Association looks forward to building on these successes and continuing to educate policymakers across the country.
