Rhode Island Elected Officials Named CAA Leadership in Commerce Award Winners

The Cigar Association of America (CAA) has named Rhode Island Senate Majority Leader Frank A Ciccone (D-7) and Representative Scott A Slater (D-10), House Finance Chair as winners of its inaugural Leadership in Commerce Award for their work in support of the industry as they opposed a significant tax cap hike. 

“Leader Ciccone and Finance Chairman Slater were pivotal in the Rhode Island General Assembly this year in working to block a 300 percent increase in the state’s tax cap,” said CAA President Scott Pearce. “Their efforts made a huge difference. They both demonstrated vital leadership to support Rhode Island cigar consumers. And it is exactly this type of leadership we are recognizing with our inaugural Leadership in Commerce Awards,” said Pearce.  

“It was important to me to support the small businesses in our state that opposed this initiative.” said Leader Ciccone. “I am honored to receive this award from CAA.”

“Stopping the 300 percent tax cap hike was important to me and my colleagues in the House.” Representative Slater said. “Singling out cigars and those that enjoy cigar products for a disproportionate tax increase was not something I could remotely support.”

Backed by registered lobbyists in 47 states, CAA has seen a wave of successes in state capitals during the 2026 legislative sessions.
